* Horizon: Impl Prepo, Fixes bugs, Clean things

* remove ToArray()

* resultCode > status

* Remove old services

* Addresses gdkchan's comments and more cleanup

* Addresses Gdkchan's feedback 2

* Reorganize services, make sure service are loaded before guest
